[videorate](https://gstreamer.freedesktop.org/documentation/videorate/) 插件获取带有时间戳的视频帧的传入流，并生成与发送端口的帧率相匹配的数据流。

- 要执行校正，请删除并复制帧。
- 可以通过使用发送端口的过滤能力来强制转换为特定帧率。

使用以下任一命令运行用例：

- 单流 1080p，30 fps AVC 文件保存：
